I've been the front car in that kind of situation. It really, really sucks to be the innocent person sitting at a red light like you're supposed to (in my case, the light had been red for some time) and get rear ended.

I would be 100% pro-the-truck-driver-losing-his-license-for-some-time.

My mother was once t-boned as she went through an intersection. Her light was green and had been for some time - she hadn't had to slow down for the red at all. Yet another person who deserves to have their license taken away.

There need to be very, very harsh penalties for the people who are clearly at fault in these collisions. If fault is questionable or the circumstances difficult, it's one thing. But when it's cut-and-dry, the light was red, it would have been easy to stop if you were paying attention? You deserve harsh punishment, whether a human was injured or not.
